Reform and the rule of law are like the two wings of a bird or the two wheels of a vehicle—mutually dependent and indispensable to each other. Upholding the unity of reform and the rule of law is an important approach for our Party in governing the country and administering state affairs.
This year 12 Moon 4 Today marks the 11th National Constitution Day. In recent days, with... “ Vigorously promote the spirit of the Constitution and advance further comprehensive deepening of reform. ” To the theme, various regions and departments are carrying out in-depth activities. “ Constitution Promotion Week ” The event will significantly strengthen constitutional publicity and education, aiming to create a sound rule-of-law environment for further comprehensively deepening reform and advancing Chinese-style modernization.
Governing the country relies on guiding principles, and ensuring national stability depends on established norms. Our Constitution is the inevitable outcome of the historical, theoretical, and practical logic behind our Party’s long-term struggle led by the people. Since the advent of the new era, we have been able to continue writing a story of rapid economic development and long-term social stability. “ Two Great Miracles ” A new chapter—crucially—arises from the fact that our Party and the people have consistently upheld the unity of reform and the rule of law: using the power of reform to strengthen the rule of law, while advancing reform within the framework of the rule of law, thereby achieving mutual promotion and positive interaction between reform and the rule of law.
The rule of law is an important guarantee for Chinese-style modernization. The Third Plenary Session of the 20th Central Committee of the Party has made systematic arrangements for further comprehensively deepening reform and advancing Chinese-style modernization, emphasizing— “ Deepen reform and advance Chinese-style modernization within the framework of the rule of law. “” We must fully implement the Constitution and uphold its authority. ” Upholding the principle of governing the country comprehensively according to law is not only a major guideline that must be followed in further deepening reform in a comprehensive manner, but also an inevitable requirement for properly handling the relationship between reform and the rule of law and for advancing the modernization of the national governance system and governance capacity.
To enhance the rule of law through reform, we must synergistically advance reforms across all stages—legislation, law enforcement, judicial proceedings, and compliance with the law—and comprehensively promote the rule of law in all aspects of national governance. “ Currently, some prominent contradictions and problems in the rule-of-law field stem from the fact that reforms have not yet been fully implemented. ” In the new era and on a new journey, we must further deepen reform in the rule-of-law domain, remove institutional and systemic barriers that hinder the development of the rule of law, deepen reform in the legislative field, advance the implementation of administration according to law in a more thorough manner, improve the institutional mechanisms for fair law enforcement and judicial proceedings, refine the mechanisms for promoting the construction of a law-based society, strengthen the building of the rule of law in foreign-related affairs, and continuously improve the socialist rule-of-law system with Chinese characteristics.
To deepen reform within the framework of the rule of law, we must better leverage the positive role of the rule of law in removing obstacles to reform and consolidating its achievements. We should use the rule of law to the greatest extent possible to build consensus—on ideas, values, institutions, and behaviors—thereby laying a solid legal foundation and providing crucial legal safeguards for further comprehensively deepening reform. We must be adept at using rule-of-law thinking and rule-of-law approaches to advance reform, thereby enhancing the rule of law’s guiding and driving roles. Major reforms must be grounded in law; we should promptly elevate reform outcomes into legal systems, ensuring that reform proceeds steadily and sustainably within the rule-of-law framework.
Understand the law in your heart and abide by it in your actions. In recent years, from incorporating constitutional education into the national education system and establishing constitutional knowledge courses widely in primary and secondary schools, to setting up constitutional publicity and education venues across various regions and organizing diverse constitutional publicity and education activities, significant progress has been made. …… The constitutional awareness of the people continues to grow, and the spirit of socialist rule of law is fully demonstrated. We must adopt a comprehensive approach that emphasizes popularization of knowledge, theoretical explanation, and ideological guidance, so as to promote the regular and long-term nature of constitutional publicity and education, enabling all members of the public to become loyal advocates, conscious observers, and firm defenders of the Constitution. Fairness and justice are the lifeline of the rule of law; we must uphold the principle of equality before the law, safeguard social fairness and justice, and equally protect the legitimate rights and interests of all citizens and legal persons.
“ The foundation of the Constitution lies in the people’s heartfelt support, and the Constitution’s great power stems from the people’s sincere belief. ” Guided by Xi Jinping’s Thought on the Rule of Law, we must better leverage the Constitution’s vital role in state governance and administration, lay a solid foundation for the rule of law, harness the power of the rule of law, and build momentum for the rule of law. By pooling our strength and working together in unity, we will surely open up new horizons for further comprehensive deepening of reform and write a new chapter in the modernization drive with Chinese characteristics.
